FSC certification is one of the sustainability documents commonly seen when sourcing paper products, but having a certificate or a label in hand doesn't necessarily mean it's clear what it actually proves. What is FSC certification? Put simply, it's a verification system that traces the whole journey from forest to finished product: the forest must be responsibly managed, the materials must be identified and tracked throughout the supply chain, and only organizations with the corresponding certification can use the FSC label on their products.
This article's explanation of the FSC system is based on the official FSC website, and covers three parts: the differences between the FSC 100%, FSC Mix, and FSC Recycled labels, what chain-of-custody verification actually involves, and what to confirm with your supplier when purchasing paper bags. Let us state our position at Chia Huang Paper up front: we can specify FSC-certified materials and provide certification documents, but this does not mean every bag will carry the FSC label — whether the label can be used depends on the certification status of the entire supply chain. What can be confirmed and what needs separate confirmation is explained below.

What is FSC? Two verification steps from forest to label
FSC stands for Forest Stewardship Council. According to the official FSC website, FSC sets standards for forest management and also sets rules for how forest-based materials may be used, rules that extend all the way to products on the shelf (see FSC's Claims Check explanation). Breaking this system down, there are two layers of verification: the forest level and the supply chain level.
Let's start with the forest level. According to FSC's label explanation, in natural forests, FSC prohibits converting forest land for agriculture and sets strict rules for all certified forests to prevent deforestation, forest degradation, and land-use conversion; logging is prohibited in high conservation value areas, and at least 10% of certified forest area must be set aside for conservation. The forest material behind the label comes from one or a combination of the following three sources: certified forests, recycled or reclaimed sources, and controlled sources. Controlled-source material does not come from certified forests, but it must comply with FSC's controlled wood rules, which rule out five harmful practices — what FSC calls unacceptable activities. Whether these sources comply with the rules is confirmed through independent third-party assessment.
How FSC 100%, FSC Mix and FSC Recycled differ
FSC has three labels, and which one appears on a product indicates a different material source. A purchasing spec that simply states "needs to be FSC" isn't actually sufficient, because the three labels mean different things. The table below is compiled from official FSC explanations, with added notes on points that are easily confused.
| Label | Material Source | Common Misconceptions |
|---|---|---|
| FSC 100% | All materials come from responsibly managed forests certified by FSC | Mistakenly assuming all FSC labels on products are this type |
| FSC Mix | Made from a mix of certified forest materials, recycled materials, and/or FSC-controlled wood | Assuming Mix is entirely from certified forests; the controlled wood within it is not from certified forests, but it must comply with FSC's controlled wood rules |
| FSC Recycled | All forest materials come from recycled or reclaimed sources, including pre-consumer manufacturing scraps and post-consumer waste paper or textiles | Mistakenly thinking any use of recycled paper equals this type; using the label requires corresponding certification |
Why does FSC Mix exist? FSC explains that this is permitted because 100% certified material is not always available. FSC's Claims Check page also explains that Mix products may still use the FSC label, and are unrelated to risks such as illegal logging, human rights violations, destruction of high conservation value areas, and land-use conversion. So what buyers need to do is first decide which label they need and state it clearly in the specification, rather than just writing "needs to be FSC." A clearer way to phrase it would be: raw material must be FSC Mix, with the supplier's FSC certificate and licence code attached. With such a clear description, the supplier knows exactly which documents to prepare, and both sides avoid disputes at acceptance. As for which one to choose, it depends on your company's sustainability policy, downstream customer requirements, and actual material availability.
Supply Chain Verification: Why paper bag manufacturers need documentation
The forest level is only the starting point. According to FSC's chain of custody explanation, chain of custody (CoC) is how FSC verifies that forest-based materials are credibly used along the entire path from forest to finished product; the FSC label on a product means the material has met CoC requirements at every step of the supply chain, from procurement to distribution.
To obtain CoC certification, an organization must establish a management system that ensures three things: the forest-based material used in part or all of production is FSC-certified (including recycled material); this certified material is identified and tracked throughout manufacturing and distribution; and documentation and records related to the production, purchase, and sale of certified products are kept. As for auditing, only accredited third-party certification bodies may audit and issue certification, and annual audits are required afterward.

Which organizations should apply for CoC? The situations listed by FSC include: labeling finished products as FSC certified, making FSC claims on sales documents when selling certified products, and using FSC-certified material to produce semi-finished products — including manufacturing, blending or adding forest-based material, or repackaging and relabeling. For paper bag sourcing, the implication is direct: if your product intends to carry the FSC label, every stage in the supply chain that handles this material must meet CoC requirements; whether each stage needs to hold its own certificate depends on its role, and it's advisable to confirm this with a certification body or FSC. This is also why we only say "can specify" and "can provide documentation," not that every bag carries the label: the label is an outcome achieved jointly across the entire supply chain, not something a paper bag manufacturer can claim unilaterally.
In addition, FSC provides a public FSC Search database listing certificate and licence holders. According to FSC, entering the licence code found on a label or promotional material lets you view further information about the organization, licence, or certificate. When you receive FSC documentation from a supplier, checking the licence code is a direct way to verify it. What you find is information about the organization and certificate; whether that certificate covers the specific product you intend to purchase should be confirmed separately with the supplier, with the confirmation kept on record.
Paper bag procurement: Four possible FSC certification requirements
FSC-related requirements when purchasing paper bags can generally be grouped into four scenarios. What needs to be confirmed differs for each, and what Chia Huang can support also needs to be clearly stated, to avoid commitments that exceed the actual scope.
| Procurement Request | What to Confirm First | What Chia Huang Can Provide |
|---|---|---|
| Paper bags must use FSC materials | Which label category is needed (FSC 100%, FSC Mix, or FSC Recycled), and whether certification documents should be attached | Can specify FSC-certified materials and provide certification documentation |
| FSC label must be printed on the bag | The label may only be used by organizations holding the corresponding certification; whether the product should carry the label and who applies for it should be confirmed with a certification body or FSC beforehand | When requesting a quote, specify the purpose and our team will respond with available documentation |
| Using recycled kraft paper should qualify as FSC Recycled | Recycled material does not automatically equal FSC Recycled — it depends on whether the material has the corresponding FSC certification and documentation | Chia Huang supplies both recycled and virgin kraft paper; whether FSC-certified materials are available is confirmed case by case |
| Need to verify the supplier's certificate | Request certificate information from the supplier, then search the authorization code on FSC Search | Can provide certification documentation |
The third item in the table deserves further explanation: paper type and FSC labels are two separate classification systems. Recycled kraft paper and virgin kraft paper refer to the pulp material, while the FSC label refers to whether the material source has been verified — the two do not correspond one-to-one. That's why, at the quotation stage, we'd rather ask one more question — "which FSC label do you need" — than state outright, without documentation, that a certain paper equals a certain label. For paper types and supply formats, see Paper Materials & Raw Materials; Chia Huang's overall approach to sustainability and the circular economy is summarized in Sustainability & Circular Economy.
Once you receive documentation from a supplier, we recommend checking the following: whether the certificate holder matches the organization actually shipping the goods; whether the licence code on the certificate or promotional material can be found in FSC Search; and whether the order and shipping documents clearly state the FSC claim and the label category you require. FSC's chain of custody explanation also lists "making FSC claims on sales documents when selling certified products" as a situation requiring CoC application, so claims on sales documents are naturally part of the verification. These checks aren't complicated, but completing them before signing a contract is far easier than requesting documentation afterward.

What information to prepare before requesting a quote
To settle FSC requirements in one go, it helps to prepare the following in advance: the label category needed, or whether only raw material certification documents are required; the paper bag specifications and estimated quantity; whether the label needs to appear on the bag surface; and any specific documentation requirements from your customers or internal sustainability policy. If the FSC requirement comes from a downstream customer or tender document, please also attach the original requirement so we can match it against the correct label category and document format. If you also have printing requirements, please provide the design files along with the estimated number of colors, print area, and number of styles. Print colors affect pricing, and the number of colors, print area, number of plates, and quantity all affect plate-making and printing costs — Chia Huang can recommend a printing configuration based on your budget and needs, balancing brand presentation with cost.
FSC Certification FAQs
What is FSC certification?
FSC certification is FSC's forest and supply chain verification system. The forest level must comply with responsible management rules, while the supply chain level must pass chain of custody verification so materials can be identified and tracked. The FSC label on a product is confirmed through independent third-party assessment of the material source.
What does FSC Mix mean?
FSC Mix is a label for products made from a mix of certified forest material, recycled material, and/or FSC controlled wood. FSC explains that this is permitted because 100% certified material is not always available. Controlled wood does not come from certified forests, but it must comply with FSC's controlled wood rules.
Is recycled kraft paper the same as FSC Recycled?
Not automatically. FSC Recycled means all forest-based material comes from recycled or reclaimed sources, and the organization using the label must hold the corresponding certification. Whether the recycled kraft paper supplied by Chia Huang qualifies as FSC-certified material needs to be confirmed case by case with documentation.
Can Chia Huang paper bags be made with FSC-specified materials?
Yes. Chia Huang can specify FSC-certified material and provide certification documents, but not every bag will carry the FSC label — whether the bag surface can display the label needs to be confirmed separately. Please specify the label category and intended use when requesting a quote.
How do I verify a supplier's FSC certificate information?
Ask the supplier for the certificate and licence code, then check them in the public FSC Search database. According to FSC, entering the licence code found on a label or promotional material lets you view further information about the organization, licence, or certificate.
Conclusion: FSC certification is not a label, but a verifiable supply chain
Looking back at FSC certification, its real value isn't an extra label on a paper bag, but the verifiable chain behind it: rules at the forest level, audits at the supply chain level, and documents that can be checked against licence codes. For buyers, clearly specifying which label is needed and whether it should be printed on the bag is far more useful than simply saying "needs to be FSC." FSC's rules are set by FSC and verified by independent third parties; what we can do is clarify requirements and prepare complete documentation. If you're evaluating FSC requirements for paper bags or paper materials, feel free to contact us and let us know the label category, documentation needs, and bag specifications — our sales team will respond within one business day and explain what we can support.
